Dual scoop bezels

I have a set of bezels, bit one has been spray painted over and the other looks like someone tried to restore, but didn't (it's all faded)

If I can safely remove the spray paint (without damaging what's underneath), that one should be fine.

How can I bring the other one back?

Personally, I'd use laquer thinner and 000 or better steel wool followed by a date with the buff & polish wheel. Both pieces. See how it comes out- clearcoat if you like, but it can yellow over time.
