Just a shot in the dark. Is it for installing bushings/bearings like for a wrist pin or pilot bushing on the crank? Or is it a home made camshaft removal tool
Is it 100% complete? Heavy slide indicates a heavy pull. Cam bearings, harmonic balancer?

It's definitely a slide hammer of sorts which can be used for a number of things, but with a collet of that size it almost looks like it needs an adapter.

Dowel pin remover. Screw on the correct end for the dowel pin you need to remove. Place it over the dowen pin. Pound the collar over the end and then pound the handle once in the other direction and out comes the dowel pin. :cheers:

Nah it works like a charm and it's not mine. I borrowed it from my machine shop I use. Years of use is what you see.
