Pissing off mopar guys? Is it a tampon extractor?
 
Leaf spring bushing removing tool/T bar extractor maybe :glasses7:
 
Just a shot in the dark. Is it for installing bushings/bearings like for a wrist pin or pilot bushing on the crank? Or is it a home made camshaft removal tool
 
looks like a tool you'd smash over someone's head for making you play guessing games! lol
 
It's definitely a slide hammer of sorts which can be used for a number of things, but with a collet of that size it almost looks like it needs an adapter.
 
Looks like the tool for removing pins from a flywheel or engine block.
Dowel pin remover. Screw on the correct end for the dowel pin you need to remove. Place it over the dowen pin. Pound the collar over the end and then pound the handle once in the other direction and out comes the dowel pin. :cheers:
 
It is a poorly maintained striking tool. Go clean up all of that damage before someone gets hurt.
