Epoxy primer over Rust converter

Can I put epoxy primer over rust converters like Por15 or Rust Encapsulator.

This is for the interior floors and trunk of my car, For the most part the floors and truck are in awesome shape with the exception of the drivers and passenger from pans that have some surface rust on them, no holes.

The resto of the paint is intact and looking good, I want to scrape out the seam sealer, sand and treat the rusted spots and scuff up the original paint and spray with an epoxy primer.

Do you forsee any problems with this or is there a better route to go?

primer over anything that will be painted but POR 15 under the carpet should need nothing else.
 
You have to prime POR15 with POR's primer in order to get anything else to stick to it. I have the trunk of my Barracuda completely painted with POR15 (after wire brushing the loose surface rust off) primed it with POR's primer then primed it with a filler surfacer before top coating with color. This is the ninth year since I did that and nothing has lifted, flaked or rusted. Inside under the carpet I just coated with POR15 and it's held up for the same number of years.
