EQ magnum heads, are the ex manifold holes in the 4 corners wet like other small block heads?

I think all of the exhaust bolt holes in Magnum heads are dry, dead head holes. It would be best to look in them with a flashlight though. You should easily be able to tell.

They are all blind holes. No water.

Yeah, think they're all blind. Stick a wire in the end holes to confirm- it's easy to tell.
Nothing wrong with putting a little sealer on the studs anyways if in doubt.
