Evaporator Temp Control Switch

I posted about my switch several months ago but would like to get some clarification if anyone knows. 1972 Plymouth Scamp AC car.
My switch has power when the temp controls are OFF/MAX AC/AC. My problem is that even though the switch is powered during the three temp buttons being pressed individually there is no power to the other terminal on the Temp Control Switch. I understand that the switch is controlled also by the COLD-WARM slider that attaches to a cable.
My question is, should the second terminal on the Evap Temp Control Switch ever be active and if so when? Any help will br gladly appreciated, thanks in advance.
 
My 72 has power to one terminal of the switch when the controls are on AC, max AC, and defrost. When the temperature control is set to cold, the switch will close and power will go to the compressor until the evaporator gets close to freezing, or the temperature control is set warmer.
 
After some diagnosing and reading in the Master Tech manual the AC Vacuum Switch has power coming in from the ignition fuse slot of the fuse block that should have power only when the key is on. The power is then sent to the terminal that supplies power to the MAX AC & AC buttons only. From there it supplies power to the Temperature Control Switch mounted on the suitcase that works in conjunction with the temperature slider under the buttons. I diagnosed that I have both a bad Temperature Control Switch and a bad AC Vacuum Switch. (No power to compressor from Temp Control Switch & power to the single blade terminal when in OFF position.
