Is this correct 24 In pounds? Can't be. I am asking about the passenger side flange. The attached picture is from the Mopar Service manual Bible.

I believe I crank them down a little more as everything is not new anymore. Just tighten till it feels snug and verify you have no leakage.
 
I'm surprised there's a spec.
 
Just checked my '73 manual... It has the same picture but shows <A> as 24 ft-lbs. In fact, it lists 24 ft-lbs as the spec for every engine, /6 on up. Maybe yours is a typo?
 
24 inch/lb is like a carb stud, use the 24 ft/lb or at least the spec for the bolt diameter if its not called out
 
I found a similar typo in my '64 manual, calling for 200 ft-lbs instead of 200 in-lbs! Luckily the chart at the end of the section shows the correct torque. I guess Mopar couldn't afford proof-readers.

The lesson here is use common sense, and question when something doesn't seem right, just as KJoe did.
