It is a marine intake, water circulates thru the intake for cooling. The pipe is attached to a standard removable fitting. The threaded pipe holes in the
Top of the intake were part of the system.
If you wanted to be really creative, you could arrange a tank to pump ice cold water throughout the intake, thus increasing the denser charge of fuel and air.
Or you could pipe plug the holes and drive on.
 
What is the hose plumbed into the bottom of the plenum for?
That's a marine manifold, it uses hot water for preheat instead of the usual exhaust crossover (note the lack of exhaust crossover passages on the manifold sealing surfaces). Hot water is plumbed in through the NPT holes on the top of the passages and out through the bottom (and I believe the center top) holes.
