Fender Tag Decoding

I found a pretty cool car but I think I may have gotten some of the fender tag wrong when trying to decode it.

Anyone with more knowledge than me (that's everyone ) want to help me with it? Maybe you'll see some of what I missed or am reading incorrectly.

Nice ! One of our members has a 73 Rallye red Challenger Rallye pkg that his wife bought new... I can't remember his name but he has a 69 Barracuda Conv. as well and lives in PA or MA.

Oh I'm not buying this one, it's way more work than I know how to do... and I barely know how to do any work lol. Mainly it's when there is body work needed, that's where I draw the line.

Hello all. I will be buying a '68 Signet soon. I have a fender tag that has some codes I can't figure out. Here are the codes read in the correct order: VH21 21 4 11 824 187463 Line 2. 4 3 8 1 H4X QQ1 B Line 3. 11 1
Can anyone figure this out? Thanks.
