Front sway bar "position"?

I'm in the process of fine tuning my front suspension. In order to install my new Bilstein shocks, I had to disconnect my aftermarket Hellwig swaybar which incorporates angle brackets that use the lower shock mount bolt. My question is, what is the proper orientation of the sway bar? Before the new shocks, with the suspension loaded, it was more or less parallel with my adjustable strut rods. Is there an optimal position or orientation for best performance?
 
parallel to the ground or as close to it as you can get with [emphasis] the car on the ground, at ride height, with out the bar loaded or binding on either side. if you're a real rounder, add ballast in the driver's seat.
 
The the strut rods being adjustable, are slightly inclined downward. I thought I read somewhere, it should be parallel with the ground. In that case, I'll need shorter end links.
 
It's not what I call "real" critical, but as mentioned, as close to parallel to the ground as you can get it. I had to get a different length link kit for mine, but that was no big deal.
