Gauge assistance

1973 dodge dart has a speedo stuck on 30mph and it drives me bonkers. My question is could it be the gauge itself rather than the speedo cable? I haven't messed with the cable at all quite yet however I did attempt to remove the cluster but cannot seem to remove it. Any advice or suggestions is much appreciated.
 
Probably IS the instrument. Generally, you need to loosen the bolts in the floor plate, remove the small trim under the column, and remove the clamp bolts up under there. My 67 has 3. Remove the battery ground for safety, and "reach up" in there and unclip the speedo cable. Then remove the cluster trim screws and after dropping the column a bit for clearance, sort of hinge the cluster "down and out."
 
Make as well find a good used speedometer before you start removing the bad on.
