I removed the bows that support the headliner in my 71 Duster and kept track of which one was 1st, 2nd, 3rd, etc. What I did not notice till it was too late is that there are 3 holes in each location - not one - and I don't know which one to use. Any suggestions?

I attached a picture that shows a typical set of 3 holes.

tx,
Ken

As you are installing the headliner you should use the hole that best stretches out the headliner the best without wrinkles. You may have to go back and re-adjust some of them once you get them all in place and before you final stretch and glue. All headliners are made with bow pockets slightly different so having options is usually a good thing
