Hood Hinge Retainer clip

Can someone tell me how tight I need to make these hinges to the body as the old ones were way loose and I can remember how tight the clips were on the parts car I pulled from. Here is a picture of where I am.

Mine didn't have a grove? I slid a nylon washer on first then the hinge and another nylon washer then wack the clip on tight. I put two for the hell of it.

ok thanks for the advice - i found the grooves on one side but the other side was smooth. I took a u-washer for the spacing as I didnt have a nylon washer. I very much appreciate your help

Lowes have them in the hardware isle. Or R/T Specialties but you will pay 10 times as much from them.
