How to mount headrest hardware?

I bought the 68-70 A or B body headrest hard ware kit from P & G classics in Canada. Good parts but there customer service sucks. I figured out how to mount all the pieces except for the 4 little spring metal tabs that rub against the headrest bars. Can someone help me out here? Do they mount with the top black plastic guide or the lower plastic tab/ stop?

I'm not 100% sure this will help you but here is a picture of the inside of these buckets. Hopefully point you in the right direction? Well, it looks like the file is to big and I do not know how to shrink it down. If the original poster wants to send me his email, I would be happy to forward it. Or maybe someone here can shrink it down and post for all?
