Inside tire wear on the front.

What would cause the inside of the tire on front of a 69 Dodge to wear faster than the outside. Something must be wore out or the torsion bars may need adjusting,
 
It's Toed Out, can check with a tape measure.

Need it to be 1/8" toed in at the front measurement, as compared to the rear measurement of front tires.

1/8" toe in equalizes out to > 0" toe in when driving diwn the road.

Yes you're right...toed out, not in
 
Wrong toe will wear out both tires.
One tire only, is a camber problem. The cause of that could be like like fourfold. My guess is the upper control arm has slipped it's adjustment. This is a common occurrance if new cam-bolts have recently been installed. The thread on the Moogs is not enough to properly compress the stack. My cure for that was thick hardened washers installed one on each side of every bushing; the one under the bolt head and the other under the nut.

How does it steer? Does it want to dart side to side? Often you can feel generally what’s up with the front end.

What does the eyeball alignment inspection say?
 
Camber alone is not an issue unless you are one of these idiots:

I've run between 3/4 degree and 1.0 degree of negative camber in my cars and trucks for literally hundreds of thousands of miles....

It isn't the camber that gets you. It is the toe setting. Toe IN will wear the outside, toe OUT wears the inside.
Toe is easy to check if you have the tools.

You hook the tape measure in these slots.

Then you compare the number on the front tape to the number on the rear tape. They should be 1/8" apart with the bigger number at the rear tape.

The last thing that you set on an alignment is toe.
First inspect the entire front suspension for worn, damage parts. Remeber that you will get dimension stacking on the steering components. That means that a little movement of a tie rod can be added to the inner and outers. 1/8" each is 1/2" total if they were worn the same amount. Idler arm play can have a significant effect on toe wear.
jack the front up with a floor jack centered on the K-member. Grab one tire and move it back and forth and you will see the play in the steering components. There will always be a little play ,so excessive play is what you are looking for. on the passenger side do the same. Also grab the idler arm where it connects to the centerlink and check for up and down movement.
Other wise if you just set the toe without a spreader bar or someone on each side pulling the front of the tires outwards, the toe may measure perfectly but as soon as you are driving forward the tires will try to toe out by what ever amount of slop you have in the front steering parts.
Take it to an alignment shop with the proper tools. It is cheaper than tires and you are not guessing.
