Just rebuilt 360 has Valvetrain noise

On 340/360 rocker arm shafts the brackets have a high point on the hold down bracket on one side. How are they supposed to be positioned on the shaft?? do the outer ones need to be pointing in or out? (non adjustable Factory Steel Stamped 1.5 ratio rocker arms) HELP!!!

The little ears on the stock retainers should be on BOTH sides. They are the surface the riockers will rub on to keep them positioned where they need to be under no lift situations. There should be three short retainers, and two long ones IIRC, and they all should have the tabs on the sides.
