lift @ the valve?

Hey guys..putting a 360 together with Indy x heads, prw 1.5 stainless rockers, Hughes cam with 558 lift with 1.5 rockers....last weekend I checked camshaft centerline etc and in the process checked lobe lift and it came out perfect. Tonight I started to check pushrod length and the most lift I could get @ the valve is around 510. Is this normal to lose this much lift?
 
If it is a solid lift cam ,the actual lift is minus the valve clearance. Though .048 is to much to be just the valve lash clearance. I would question the actual valve lift of the PRW rockers?
 
hydraulic cam...lifter could be bleeding down...causing the low lift number..

solid cam...gross lift minus lash....

and then there is the lousy pushrod angle...that you will lose lift on..

the lost will be cos 11 degrees x the amount of lift at the cam......that is what the pushrod angle will cost ya in lift at the valve.
