Lower dash fitting problem

The lower dash pad sticks out from the top dash when I use the 1/2” long metal spacers on the lower dash pad but it lines up correctly without the spacers.
What’s the answer, shorter spacers?

The top dash pad didn’t come with spacers. Is the top dash pad suppose to have metal spacers too?
