Lower Rear Fender Patch Panel

My question is about the outside edge of the panel. Is that lip supposed to stay as is or should it be folded over to match the existing. If it is to be folded please make suggestion for the best way to do that. See attached picture.

Bought a pair from Laysons. Website says the lip’s gotta be folded over, one cane with the lip already folded; the other wasn’t.
