Not 100% but in very good shape and don´t think it has ever been used on a car.

Sometimes (60-70-ties I know of) found on a car that had a factory mounted hitch ball, and side mirror was moved to front fender. Other applications was in England. They have the steering wheel on right side.
Also a particular drag race car package build by Hurst for Chrysler in 1968 did not use door mirror and put this plate over the hole simply put...
