It means get in line like everyone else is doing and don't expect to drive right up as far as you can and expect to be let in. Typical BMW owners, they think they own the road. They don't even know how to use signals.
Not necessarily in the slow lane. The line up could be in the fast lane due to construction. We all know how bad the construction can be.

Zipper merge for road construction. But you're not cutting in front of me for an exit or turn lane that you knew you had to get in a mile back.

@Mark Wainwright What part of the video do you disagree with? Pretty much spells it out. Zipper merge at the cones or merge point is the law and common courtesy.
It's not "The Law". This video just says it is "encouraged". Around here you can get pulled over and cited for traffic obstruction by waiting to the last second to merge. LEOs sit at construction zones for just this reason. As a Highway Patrol Officer explained it to me, "left lane ends, merge left" means merge as soon as you can safely accomplish it, not wait until the lane ends or after you try to zip past this last group of cars... just like "Speed Limit 65" means here and now, not later or when you feel like it. "Bridge Out" doesn't mean you can scream up to the precipice. A posted warning means to take action now. I got off with a warning.

Yeah, disobeying a traffic control device like the signs that explain how to zipper merge, is a citable offense. According to my LEO buddies. You know the signs that say, "Use both lanes to the merge point". "Then zipper merge". It's an easy concept, really. You know, taking turns. Getting in line. "Around here", they'll give the self appointed merge cops the ticket for blocking lanes or aggressive swerving.
I also consider a semi-truck (w/trailer) is worth 2 cars when merging..........
If everyone used the zipper method, which is taught in drivers ed here, traffic would flow a lot smoother. I do the zipper regardless of what everyone else does. “IF YOU AINT FIRST YOUR LAST”

Yes, I have already figured out this is obviously a geographical and cultural difference. As usual, things are different all over. People here seem to be getting use to the concept. Trust me, I'll merge early "up there". Don't want to piss anyone off. People get nuts in traffic. LOL
