Negative Battery Cable Route?

I was wondering what this factory clip on the k-member is used for on a '65 Formula S? I don't find it on my '65 Signet convertible. Thank you.

The starter positive has its own two hooks along the side of the wheel well, this one would be out of line for that application. But then again, I could be wrong if engineers wanted to detour the routing slightly for some reason.

That clamp holds the power steering pressure hose.
