New blood. Need help with my 1974 duster.

Hello all. New blood her, trying to restore and revive my father's 1974 plmouth duster. She's green and mean but needs som love. I had her running sporadically but now she cranks but won't turn over. The choke arm is not engaging at all. Not sure where to start otherwise. I. New but I'm learning. So I know there are way more knowledge gear heads here so any help much appreciated.
