new dash pad - mounting screws dont line up

here comes another WTF question.

Just tried to install my new dash pad in my 69 dart gt and the upper corner bolts do not line up in any way.

Has anyone installed a repop dash pad and had this issue?

Any suggestions would be appreciated.
