No breakaway/down shift

So here's the deal I bought a fresh trans that had been sitting a little while from a member here. After a new front pump and 3 valve bodies later I still have no kickdown 3-2 or 3-1 down shift. The shift point does change with TP and my TV is properly adjusted the last 2 VB's are knowing and proven to be good. Second gear is good and strong and my servo's/band are adjusted and working.

So my question is what excluding the VB could be causing no kick down?
 
If it shifts correct (firm and at the right speeds) the problem has to be in the valve body or TV adjustment. The valve body is the brain of the trans. that tells it what gear to be in. First thing I'd check is to make sure the carb is going to wide open throttle when you floor the gas pedal. If not you won't have kickdown. If it is in fact going wide open make sure the TV is adjusted so it's going to max at wide open throttle.

If the shifts are soft and quick it's possible the line pressure is low.
