Odd Noise Around Front of Slant

I started the 71 Scamp today to let it run a while and heard this weird rolling rattle noise up near the pulleys. When you throttle up, it disappears. Moved some parts by hand and found that the pulley on water pump is fairly wobbly. Could this be the source and if so, should I replace the pump?

Take the belt off and start it, then eliminate from there

Yes, if you found a wobbling pulley, you found your noise (or at least one problem that needs fixing—there may be more). Fix that wobbling pulley and whatever damage it might have caused, as a first step.

If you mean the pulley and shaft wobble together, then it's a worn out water pump.

The shaft isn't bad, but the pulley and end piece of the shaft wobble
