Paint,sand,& buff ???

I am thinking about pulling the passenger fender off my Duster and repainting it.Looks like it has been repainted years ago and it is not the best job.
My question is can I paint it with single stage and then a few days later wet sand and buff it? The last time I did this it was dark metallic blue and when I buffed it the metallic moved around on me.My buddy said it was because I did not put any clear on it first.So can I do this again without clear?The color is metallic tan

You can not wet sand or buff a single stage metallic. What happens is that you are cutting and buffing the edge of the metallic particles.

This introduces mottling (or unevenness in the metallic).
 
Ok my Duster I have been wet sanding and buffing and it is Ok.It is the original 42 year old paint.So why can I sand and buff it?It is enamel paint with no clear right? What paint would match up the best that I can sand and buff?

Is it a solid or metallic? Have you had it out in the sun so you can really get a look at it?
 
It is metallic and I have had it in the bright sun and under the garage lights and its OK.
 
Really I am never Lucky....I have been using Meguires Diamond cut #85 Polish. Thanks for the help 68
