passing gear

i have a 73 360 duster with auto 904 trans, i have a cable running up to side of edlebrock 4 barrel carb, i cant seem to get my passing gear to work, when i adjust the little piece on cable with allen wrench all i get it to do is change gears at different speeds, say they change quicker with one adjustment, then slower at different adjustment any help? thanks again, when going down road when i floor it it doesnt kick down.
 
I am no expert on kickdown adjustment but, from what I've read and done your cable should have no slack in it and fully engage at wot. I do believe the adjustment can be a little tempermental. Unhook the kickdown and hold the throttle at wide open and then manually pull the kickdown out to see if the kickdown fully engages when the throttle is wide open, and also checking to make sure the cable lines up with your attachment point. . Also make sure you don't have slack in your throttle cable. I did that once and my kickdown also would not engage. Good luck!
