Pictures won't upload

Anyone have a problem uploading pic's. My "browse" button only shows about 1/4th of the button. It's like it's not there???? This has been going on for months.

I don't see a browse button, I think we link photos from other sites. (youtube, tinypic and many more)

Trying to help, I have pics on tinypic that I have uploaded from my computer, then linked here.
