Ever been to SW Philly? It a common sight with local folks trying to make a few bucks feeding the lunch crowd at businesses while avoiding the Philly License and Inspection bureau requirements for street food vendors. They love to parade those kind of carts with the smell of BBQ wafting in the air.
If L&I comes around, they just abandon them and run.
This is a "building" at a rental yard, down one of the highways from me.
