Does anyone make patch panels for this or do I need to make one myself?

I would cut out the center and make your own patch. Don't get it too hot, take your time so it does not warp. When the center is done, do the outer portions if necessary. If you cut it all out in one piece and separate the roof and rear quarter, you may have some alignment issues between the roof and rear quarter in the future. Looks like the interior is already gutted, so you have a head start there.
 
It's going to be a strip only car but I want it to look good. I dug out body filler that was a half inch thick in places, why can't people do things right---drives me nuts.
 
You are on you own with that one. Either make a patch or find a donor car.
 
blast the rust out and do the repair correctly. this is the factory joint where the Q/P and roof meet up. just looking i would say this car had a vinyl top. thus the plastic. non V/T cars got lead in this seam. of course the car may have gotten a Q/P at a dealer or other body shop and they may have done this, who knows? any questions on how to repair will get results here.WE CAN HELP.
 
I would sand/media blast the car....chances are you are gonna find similar "repairs" elsewhere. Once all the crap is gone you can see what you gotta work with.....who knows how deep that mess goes
