rwhp Moroso slide

can anyone tell me if the moroso slide is rear wheel horsepower or not, I can't see how it could be flywheel with dyno test to back it up as rwhp. has any one found out from moroso or any any other rep?

I'm fairly certain it's horspower at the wheels. It's been a while but pretty sure on that.
