Side view mirror

I did a search and checked my manual but I don't see how my drivers side view mirror should mount. I tried to tighten it today but wound up taking it off because the bolts were rusted solid with stripped heads. After cutting them off I found that the mirror was held on by household toggle bolts. I'm assuming this isn't right, but you never know.

Am I missing some parts?
 
On a remote... There is a screw that holds the base to the stem. There is also a stud and nut that goes through the door sheet metal. The there is a chrome sheet metal screw that goes through the foot of the base and screws into the door sheet metal.
On a non-remote, there is a stud/nut that is mounted in the body of the mirror, and a screw that goes through the foot of the mirror into the door sheet metal.
 
Yup, here are the holes. looks like they were drilled out for 3/8 toggles.

If the holes were hogged out, then you'll have to improvise. Sorry to hear that.
