Small Block Windage tray

360 Small Block, I want to install a windage tray and I have a few ?'s.

I have 4 long bolts, 4 short bolts, and 8 flat washers. Do I use 2 washers under each long bolt, one under each bolt, etc.?
What do I torque the short bolts to? I got no information with it, and can't find anything on the net except articles that they were installed on engines.

you got the tray, 4 new main cap attachign bolts, and four new small tray attaching bolts. You pull out one bolt at a time from the #2 cap, and the #4 cap, each time replacing it with a properly torqued new longer bolt with the hole in the top. Then, slip the tray in under the pickup, and use the small bolts to attach it to the tops of the new bolts. I torque the small bolts by hand, and a dab of blue loctite is cheap insurance. real easy.
 
You only use 4 of the 8 washers if the tray is being installed on a 340 or 360. Use all 8, 2-per bolt, to install on a 273 or 318. The main caps are shorter on these engines. Tourque to spec.
