starter problems

my starter on my 69 dart mini starter sounds like needs to be shim any suggestion on a starting point --are the starter shims same for big block and small block thanks

What you are calling a shim is just a dust seal. It should have no effect on the gear mesh. Big block and slant 6 should interchange, small blocks are different.
