What could possibly be the cause of the timing chain rubbing the side of the fuel pump arm? The center cam is loose, but the center cam bolt is fastened tight.
 
They use a special washer. That fuel pump excentric (center cam) needs to be tight. I use red locktite on the cam bolt the last time you torque it down.

Wrong bolt/ too long?

Bent fuel pump? Busted pump arm pivot?

Pump not seated on mount?
 
I'm not a mechanic and don't know. The fuel pump is new and so is the center cam bolt. What is a thrust plate?
 
some double roller chains need a pump that has a thinner spot on the arm that rides the eccentic.
 
First, WHAT ENGINE are you talking about?

Thrust plate goes up against the cam, before you install the top sprocket, and holds the cam into the block
