Tool identification

My son picked up this tool at a “tent sale.” He was told that it was a tool used for upholstery and interior work, thinking I could use it for my restoration project. The problem is there are no instructions on how it’s used. Anyone out there know what it is and who made it?

I found out what it is...would you believe it is a tool used for "grafting" trees, fruit trees.
