I don’t believe that is a tuff wheel cap. Looks to be the sport wheel horn cap

72-74 Dodge/Plymouth Tuff wheel plastic horn cap

OK. The tuff wheel cap I am familiar with usually has a padded button with a chrome ring around it.

Likewise, I forget where I picked this up as I don’t even have a Tuff wheel. Well, I do but it’s one of those Grant wheels and has a small horn cap

71 has a padded horn button. I've had a few ( and still have one) Tuff wheels. The one you have for sale is 72 up. Good luck with the sale!
