Yes, at 25lb (and in a 15" x 15" x 7" box), USPS parcel post (with delivery confirmation) should be $20.83 from 95129 (SJ, CA) to 81006. This doesn't include any handling fees though.

UPS ground (with the same weight/dimensions) appears to be $17.57.
