Water leak

I was wondering if anyone has a clue as to why my 1970 Duster leaks water onto the floor boards? I am positive it is not the windshield we checked that and resealed multiple times! But I noticed when I wash the car and water goes down the cowl it just pours into the car from both sides!

Check the cowl drains on each end behind the fenders they get clogged with debri.

I'm redoing some stuff under the dash including the heater box, wiper pivots, and vent boxes. While reaching through the cowl vent opening in my 68 Dart, I noticed about 1/2" of dirt, dust and debris. This obviously needs to be cleaned before I bolt everything back together. Do you guys have...

look here if its not the wiper seals

I looked at some old pics of my Duster from the body shop and the cowl looks like it is part of the A-Pillars or does it actually come off?
