What are these holes for

Can anyone tell me what these holes are for? My 1965 Valiant Convertible has these holes on both sides. It is a Canadian custom 100 model which has a few differences from the U.S. This is the fiberglass piece between the back seat and the outer trim.
 
I don't think those are factory holes. Probably something added by a previous owner.
 
I just got through looking at 8 sets of those interior panels, and none of the ones I saw had holes right there.....including the ones I have with my '66 Valiant. There are some extra chrome moldings on some models though. All of the ones I looked at had the upper chrome strip (the one just below the upper plastic cap), but, some also had one a few inches below the arm rest. That type also had a section of carpet that went up to that chrome strip.
