What is this! 1964 Dart!

I'm helping my friend Marten to figure out what this bracket is for on his 1964 Dart GT. He is in the painting process and want's to have everything in order Before shooting the final paint.

Any suggestions?

bottom pic is the hood safety latch. Is that other piece on the front valance attached to the valance? I suspect it is the rest of the support for the hood latch.

Never mind, it is the hood release. I forgot what the dart latches looked like.

I think the bracket is bolted to the wrong spot.I just pulled mine off.....Hope these pics will help.
