Might?? be for idle stop solenoid. I think they were used on some CA smoggers and also with AC.

Yup, idle solenoid...
the idle stop is on the passenger side front corner of the carb on my 72. I think 71 was in the same spot but different design. This area is on the driver side of the carb. The image is one I found on the web
