Without ALL of the camshaft events and WHERE it is installed in the engine that's an impossible question to answer and even then the answer will be a "good guess". Roy is probably on the right track.
 
Wallace racing has a dynamic engine caculator that will tell you what cranking psi should be with cam, head cc etc.
 
Do a wet test with a small squirt of oil and see if it goes up. If it does then its the rings for sure
 
I plan on rebuilding it but just wanted to see we're I was as I'm also going to barrow another gauge and see what it says.
 
Also make sure the engine's at operating temp, the other 7 plugs are out, and the throttle is blocked wide open.
