Since I'm replacing the cam and timing set I figured I might as well replace the damper since I'm in there anyway. The question is whats the difference between using the steel or the fluid filled and what are the advantages/disadvantages to each?

Your damper should match you usage and performance level.

We run nothing but BHJ Dampers, all steel on street strip applications and the Aluminum/steel combo's on the race application (Rotating weight savings)

I've heard a lot of guy's are using the Powerbond as an inexpensive damper and having success on limited performance applications.

Most people including engine builders don't understand exactly what it does and how a damper works. If you do your research I think you'll find that going with a cheap Chinese piece of junk for $79.00 is NOT the way to go but on the other hand a BHJ may be overkill for your application.

Search BHJ and read their tech articles.
