Windage tray install issue????

I have a windage tray that I am trying to install on my 318. The problem I have is that there is about a 1/8" gap between the windage main cap bolt and the tray. The tray is sitting flush against the block and I don't have it mounted yet. Do I need some sort of spacer/washer or something??
 
The hardware kit comes with 8 harden washers. You put two under each main bolt, which happen to be a 340-360 bolt length. Now you can attach the tray. The reason for this is the 273-318 never came with a w/tray. Their main caps are shorter than the 340-360 engines.

Are the windage tray bolts supposed to be torqued? If so what to what number??
