After certain circumstances, I'm now doing something I have never done this before...putting back together a car. I am almost ready to install the dash harness. But before I start, what tool(s) do I need to dismount the bulkhead connector? When you installed your dash harness, was the tie strap you see in the picture factory installed or did the gentleman who was doing the restoration do it to keep things out of the way? And finally, what should I do with the wiring where the wire was burnt? I'm 70 years old now and remember back in the day and remembering working at a Dodge dealer replacing wire harnesses on a couple A bodies. Thank you again advance.

Squeeze the 4 tabs on the side of the bulkhead connectors.

The pink zip tie is not OEM.

What I have seen is the dash harness is installed into the dash then the dash is installed.

faxon publications has factory install books. Pricy but beneficial

Even if the dash is still in place into the car, it's not a big challenge.
My Demon original harness was abused, modified/cut/welded and nearly out of service.
I found a kind member here on FABO that sold to me another used dash wiring harness, out of a 71 Demon too.

Replacing the harness has been very simple.

I just had to remove the cluster and after, it's very simple as there is plenty of room for the hands.
It's better to be a little bit supple to dive under the dash for the bulkhead connector, the brake pedal connector and screwing the fusebox :)
But it's really not a tricky job. I made the job in an hour

Thank you French Demon. The instrument panel is out of the car. I'm sort of glad it is since the car has factory air. I appreciate your input French Demon.
