Well, I'm pretty sure those aren't the standard 3-1/2 HP Briggs & Stratton that a lot of 60s era karts came with.... but what exactly are they?
 
mini saturn rocket engines? clue is rocket man and cylinders of different colors. Oxygen and hydrogen maybe? My guess anyway.
 
I wouldn't drive it Until the steering was hooked up.
Looks like the bell crank is on top of the steering wheel shaft, and the tie rod is one piece behind it, and not hooked to anything but the spindles.
 
It's very similar to the old Rupp I have. The tie rod ends are on the front side of the cart and not the trailing edge.
