    This could likely be due to your carb floats out of adjustment, or stuck float valves. - Since you mentioned the filter being full of fuel when it stumbles right? - I would try to check those out first.

    Then in 1981 Dodge created this. 2.2L 4 cylinder With Garret Twin Turbos. Pumping out 440 HP. The car was able to go about 195 mph. The Interceptor M4S, they made a few prototypes. Yeah it was ahead of its time and sadly Dodge never really expanded much on it.

    Sounds like a plan, that's kind of what I'm doing right now. For now I'm running a 1990 Rollercammed LA 360 (1989-1992 LA 360's were factory rollercammed) stock bore with about 10:1 compression with aluminum heads. I am currently, slowly assembling a 408 stroker based on a 2000's 5.9 magnum.
