w250 steering pump problems

w250 1990 cummings the power steering started getting hard to turn pulled the dipstick out to check the oil and there was a pressure buildup and oil started spewing out the reservoir . so i take it the pump is pooched , or could it be the box any other ideas . Thanks .

update .
i done a fluid flush new fluid and a new clamp on the return line and all seems to be back to normal , for how long is the question .
