Put a thermostat back in it and try the stock fan. Sounds like at highway speeds you are circulating the water too fast and not giving the radiator time to cool it. Old 351 Ford Clevelands came with a water flow restrictor that if you left out would cause them to over heat.

Is there a difference between early and late SB Mopar pulleys? I have an early 340 engine with aluminum water pump and the billet pulley set I bought off E bay doesn't align correctly. I'd ditch the mechanical just to play it safe and get a high volume electric. You can flow test the electric and set your dynamic fuel pressure accurately.
